What's a good program for creating subtitles?

I'm looking for a good program for creating subtitles in Windows 7. I used to use Subedit Player and it was perfect, I could mark any part of the movie and edit and prolong it in any way. Do you have any recommendations?

If you are looking for a decent program try "Subtitle Edit" - although it is less convenient in use than it used to be on Windows XP, it nevertheless plays its role well enough.
