Since this is a bug that has been around for quite a long time you'll need to do the following. Even if your account isn't age restricted and your Date of Birth makes you over 18.
- Go to https://account.microsoft.com/profile/
- Click Edit profile info.
- Select your date of birth again (can be the same as already entered, as long as it's high enough).
- Save.
- In the Xbox app on pc, click your profile picture on the top right, click Sign Out, close the app, open it again, log in (top right, same location).
- If it still shows the error, try restarting the Xbox app again.
- If you have the same issue, you may need to wait for a bit (5-10 minutes?).
- You can also try closing the Xbox app from the system tray (doesn't look like there's a difference though), or restarting your computer, or uninstalling and reinstalling the Xbox app (your games should stay installed. at least they seemed to last time I tried).
