How to Fix Xbox App Error Content Failed to Load on Windows
Before you start any of the steps shown below make sure that you have restarted your computer. After you have restarted your computer, make sure that the account you are using in the Xbox app matches the account you are using in the Microsoft Store. If you have different accounts signed into both places the Xbox app won't be able to detect your active Game Pass subscription and show you this error among others. This will probably solve the issue for most people but if it doesn't you'll need to reset all of the following components that the Xbox app uses on Windows 10 and 11.
Reset Microsoft Store to Fix
If the steps above haven't worked things are about to get a little more involved. You're going to reset the Microsoft Store.

Open Settings and go to Apps & Features.

Scroll through the list, locate the Microsoft Store, click the three dots, and select Advanced Options.

Scroll down and click Reset to return the Microsoft Store to its default state. This will refresh the app as if it were newly installed.

Restart your computer once the reset is complete. However, before checking if the issue is resolved, proceed with the next steps.
Reset the Xbox App
Now that you've Reset the Microsoft Store, you also need to reset the Xbox app.

Open Settings and go to Apps & Features.

Locate the Xbox app, click the three dots, and select Advanced Options.

Scroll down and click Reset to restore the Xbox app to its original state.

Restart your computer, but don’t test the Xbox app yet—continue with the next step.
Reset Gaming Services
Finally, reset the Gaming Services app and you should be good to go.

Open Settings and navigate to Apps & Features.

Locate Gaming Services, click the three dots, and select Advanced Options.

Scroll down and click Reset to restore Gaming Services to its default state.

After resetting, restart your computer and check if you can now open the Xbox app and sign in without issues.
This process should resolve the problem. However, if the error persists, you may need to take additional steps.
Uninstall the Latest Windows 11 Update
If the issue began after a Windows 11 update, uninstalling the latest update should help. This option is typically available within 9 days of the update installation. Sometimes updates introduce new bugs, so removing the problematic update could fix the "Content Failed to Load" error.
To uninstall a recent Windows 11 update:

Open Settings, navigate to Windows Update and select Uninstall Updates. Follow the prompts to roll back the latest update.
Install the Latest Windows Update
If uninstalling isn’t an option or doesn’t work, perhaps updating to the latest version will help.

Go to Settings > Windows Update > Check for updates and install any available updates.
Clear Delivery Optimisation Options.
Another decent fix for this problem is to clear the data that is stored in the Delivery Optimisations folder on Windows.
- The first option is to go to Settings > System > Storage > Temporary Files > Delivery Optimization Files.
- Once you are in this location make sure Delivery Optimization Files is ticked then click Remove Files to clear everything.
Reset Windows 11

To get the best results choose the Cloud option when it appears. For whatever reason the Cloud option works a lot better for solving this issue.
