If you are trying to set up and use SCRCPY but keep getting error - adb connect cannot connect to 5555, A connection attempt failed because the connected party did not properly respond after a period of time (10060). We've got a couple of good solutions you can use to solve the problem.

Almost all SCRCPY connection error messages and crashing problems are caused by configuration issues. The process can be a little tricky to understand so go back and make sure you haven't missed any steps. If you didn't follow our guide on this process, you can use it here. If you are still having problems these steps should help.
- If you have a third-party antivirus tool like AVG, Avast, McAfee, Zone Alarm, etc. Turn it off it then try to launch SCRCPY. There's a high chance that the connection is being blocked by the firewall. Windows Defender may also cause this problem but it is less likely. But we'll cover that in detail below.
- Next, disconnect your phone from your computer and restart it. Now disable Developer Options on your device then re-enable it. After you have re-enabled Developer Options make sure that you accept the RSA Fingerprint prompt and launch SCRCPY again. If you decline this problem the connection won't establish.
- Still not working? Check the cable that you are using to try to connect your Android phone to your Windows computer. Make sure that you are using a cable that allows file sharing. Charge-only cables won't work for obvious reasons.
White List Your Phone IP in Windows Defender.
If Windows Defender is blocking access to your device you can white list your phone using its IP.
To find your Phone's IP address go to Settings > About Phone > Status Information. Here you can see your Phone's IP address. Copy it down because we'll need to use it shortly.
- Now search Windows Defender Firewall and open it.
- When you have it open click Inbound Rules > New Rule.
- Now click Scope, then set it to These IP addresses:
- Once you have added your phone's IP click next and complete the basic steps.
- Repeat the same process for Outbound rules. It's basically the same.
After you have done this, restart your computer and you should be able to connect to SCRCPY without any problem.
